If you're more interested in the "energy arrow" aspect, you want something more like Hank the Ranger's bow from the 80s D&D cartoon ( ). If all you want is infinite arrows, there are things like the Quiver of Anariel (which always holds 20 arrows, and magically creates new ones to replace ones that have been fired), which is canon in Faerun. There are at least a couple of magic items that could duplicate the sort of effect you're looking for.
